Earlier I was justly chastised by the noble Lord, Lord Browne, for calling this a small matter. As the Minister says, it is significant, but does he accept that it is still light years away from what the noble Lords, Lord Kerr, Lord Foulkes, and I were talking about earlier, and which we hope might become a future Bill? It would get rid of all this overriding supervision by the two Houses here and simply say to the Scottish Parliament, ““You raise the money that you spend””.
