Will my noble friend allow me one more go, at the risk of tedious repetition? Would my noble friend be happy if he thought that this power to invent new taxes was not circumscribed by the criteria, which, as he says, are set out in a Command Paper, which of course can be altered, and which is not part of the legislation? If there were no criteria there at all, would he be happy? If I suspect that the answer to that question is no, does he not see that the political reality is that those criteria will matter not a jot in circumstances where this power is conferred on the Scottish Parliament? That is the nub of what is exercising people on both sides of the House. I do not mean this in any patronising way, but my noble friend has had a very distinguished career in the Civil Service and in banking. All of us have got battle scars from Scottish politics and know how it operates. He should take the fact that we all agree on this as a clear signal that these criteria that he is hanging on to will not exist in real politics if he proceeds in the way that he plans.
