Scotland Bill

The question I asked is so important on this issue because the Minister himself said this issue is the central part of the Bill. I thought of this months ago when I asked, in a Question to the noble and learned Lord, Lord Wallace of Tankerness, why we were going ahead with the Bill. It has become obvious that a huge coach and horses has been driven through a central plank of the Bill by the noble Lord, Lord Forsyth, and my noble friend Lord Sewel. The best information we have is that the Scottish Parliament is going to reject the Bill. It is, you can shake your head as long as you like, Jim—sorry, Lord Wallace. Perhaps the noble and learned Lord can tell us what indications he has that the Scottish Government are going to accept this Bill as it is currently framed, if we agree it.
