Welfare Reform Bill

My Lords, like my noble friend Lady Meacher, I am a little puzzled as to why this amendment was rejected on financial grounds. I know that the Commons Reason given is that, "““it would alter the financial arrangements made by the Commons””," and it does not need to offer any further reason. However, in this particular case, we have no estimate of the fiscal impact of these measures from the Department for Work and Pensions, so how can we know what the financial impact is going to be? Perhaps the noble Lord will make clear what the financial impact is going to be, particularly as the noble Baroness, Lady Meacher, presented her original amendment as being financially neutral?
