If the hon. Lady will forgive me, I want to turn to the housing measures in order to ensure that other hon. Members have an opportunity to contribute. The amendments to clauses 68 and 11 would dilute our proposals to deal with the widespread problem of social tenants under occupying their accommodation. The proposed changes would effectively allow that group to keep one spare bedroom and, critically, wipe out up to £300 million a year from the estimated £500 million in savings, which we would have to find elsewhere. That approach is quite simply unrealistic, and in the current economic climate it would be totally irresponsible of us not to press ahead with our changes.
