Local Government Finance Bill

Let me first declare my interest as one who is still a member of a local authority. Is the right hon. Gentleman, like me, aware that some authorities have expressed the fear that they will have to make cuts in this year's expenditure to prepare the ground for the implementation of the measure? Once again, the Government are showing no semblance of care about what they are imposing on such authorities.
