I want to speak about set-aside—the principle and the calculations—and, in particular, to draw attention to my amendments 44 and 45. This is the first opportunity that I have had during the Committee stage to talk about the new, simplified system of local government finance that the Government are proposing. We have to have a laugh about the terminology, but it was the terminology that the Secretary of State used when introducing the consultation proposals.
