The hon. Gentleman seems to be arguing that because there is uncertainty, the Bill should be delayed. May I remind him of the words of the chairman of the Local Government Association, which I am sure he has read? He stated:"““The current system of funding local government is incredibly complex and does not meet the needs of all the people we serve.””"
He also said:"““Now more than ever, we need to put in place a funding system that will support local public services and generate economic growth.””"
Is that not an argument for progressing more quickly rather than for delaying?
