Welfare Reform Bill

I think that the Companion says that the Minister is able to respond on Report, so it is very nice of him to hover, but he can have a rest. Obviously the automatic entitlement is set out in regulations; I think the powers are in the 2007 Act. It would be really helpful to understand what this paper basis will look like. Will it be possible for us to see what those regulations might look like? I cannot remember whether they are affirmative or not. I guess they probably are, but if they are not, then maybe they should be.
