My Lords, the point is wrong in the following sense. What we are trying to do with funds that are inevitably limited is to make sure that we focus them on areas of real need and on where they should be focused. That is something that most people would agree with and it is the intention of the benefit. It is meant to be a more efficient way of getting money to the right people. So I do not agree at all with that concern. Some people express concern at the words we have used. As I have sought to describe, we have tried to get feedback and customer insight, and we have tried to get rid of some of the old medical stereotypes to move towards the social model. That is what we are trying to do with the name that we have suggested. I can just imagine us sitting the opposite way around, having had the noble Lord, Lord Newton, introducing in 1992 the personal independence payment and everyone around this Committee saying, ““This is the right word. You cannot change it. Your DLA is outrageous. How dare you use the word disability?””. I know that there is familiarity of title and that we are all rather conservative with a small ““c””. Disentangling all that is rather hard. However, I have heard what Members have said; namely, that there is a concern about whether we have got exactly the right name. I will ask Maria Miller to have another look and we will put more work into making sure that we have got the right name.
