Welfare Reform Bill

Proceeding contribution from Lord Wigley (Plaid Cymru) in the House of Lords on Thursday, 20 October 2011. It occurred during Debate on bills and Committee proceeding on Welfare Reform Bill.
I hope noble Lords will excuse my ignorance on this, but can the Minister clarify whether, if a local authority runs out of the discretionary money available and he has nothing more to add, they can top it up from their own finances?
