Regrettably, my Lords, I cannot give that kind of assurance. My understanding is that the reconsideration will be done in the next year or so, so it may happen before the move to universal credit. I simply do not have control of the slightly murky processes by which changes are made to indices. They are a black art and completely impervious to any external influence.
Given my reassurances on these points, I ask the noble Lord to withdraw his amendment.
