Welfare Reform Bill

I will not overegg this, but say that the second and third child are twins. There will be a ceiling on how much is available, but the cost of looking after twins is more than the cost of looking after a child who may be two years older than the younger and is more responsible. One almost needs two sets of eyes to keep them under control.
