Welfare Reform Bill

My Lords, I thank the Minister for this opportunity to put a brief question to him. I share the concern that in the real world at the moment local authorities and social work departments are so stretched that they are finding it difficult to meet their duties properly and that, unfortunately, the new arrangement may not work out as we would all wish. It may be very sensible for this approach to be taken but in the real world it may not work. Will the Minister undertake to monitor the impact of this change on young carers? Can he give us a snapshot of how it is now and how it will be in two years’ time so that we can see that the new arrangement is working satisfactorily and that we should not have worried?
