Perhaps I may intervene briefly. I know that I am upsetting the people who thought that I was their friend but I think that what I have to say is right. If the problem is a shortage of money for discretionary spending by local authorities, tailored to people’s specific circumstances, then we should address that problem. I am sorry to say that in my view the problem cannot be solved through a universal benefit system.
