My Lords, the direction of travel is the one that my noble friend Lord Newton was indicating. It is just not appropriate to have a system to deal with these very difficult social problems. When we have an inchoate system, as we do now, people adjust around it. That kind of partial set of solutions does not work in a coherent system. We will end up having to address particular problems properly, which is what this Government are very keen to do. It will not be appropriate to go on running a system with patches when we introduce the universal credit.
