My Lords, I want to add briefly to the comments of the noble Lord, Lord Wigley, about the additional costs of having a disabled child. A factor that needs to be borne in mind is that many children with learning disabilities and with autism may have challenging behaviour. There are considerable costs associated with having a child with behaviour that may lead, for example, to the destruction of property. There are additional costs in keeping both the child and the home safe. The Challenging Behaviour Foundation would want me to make that comment.
