My Lords, it is easier to go back to what the noble Lord, Lord McAvoy, said. Healthy living is tied to a large number of issues, of which benefit levels are one, but better information on nutrition, smoking, alcohol, exercise, obesity and so on all are also vital matters in this area. That is the point that I was aiming to make.
