204B: After Clause 99, insert the following new Clause— ““Development plan documents: climate change and carbon budgets (1) Section 19 of the Planning and Compulsory Purchase Act 2004 (preparation of local development documents) is amended as follows. (2) For subsection (1A) substitute— ““(1A) Development plan documents must include policies designed to ensure the development and use of land in the local planning authority’s area— (a) achieves reductions of greenhouse gas emissions in line with the carbon budgets set under the Climate Change Act 2008; and (b) meets the national planning policy objectives on assessing the risk of and adapting to climate change in relation to that area.””””
