I am grateful to the noble Lord for giving way, but I must ask him the same question as I asked the noble Lord, Lord Hunt. Paragraph 3 of Schedule 1 states: "““The Secretary of State may impose restrictions on the individual entering … a specified area””."
The Minister can prevent someone entering London —so what is the noble Lord on about?
