I am grateful to the Minister for her reply. I accept that there now appears to be at least a parliamentary procedure here. I still think it is difficult to accept the notion that primary legislation imposing duties that were imposed for a purpose on local authorities and others should be varied or revoked in the way set out in the Bill.
