Scotland Bill

My Lords, as your Lordships’ House’s Constitution Committee said, "““The Scotland Bill is a measure of clear constitutional significance””." Indeed, this Bill will strengthen Scotland’s position within the United Kingdom by further empowering the Scottish Parliament and making it more accountable to the Scottish people. I do not think that I have said anything controversial.
