Localism Bill

My Lords, so as to avoid the risk of upsetting everyone, I promise to be very brief. I want to make a totally different point, having had my attention drawn to it by the amendment of my noble friend Lord Brooke of Sutton Mandeville, with which I have some sympathy. I should like to know—this is in the Bill—how it can be established that a body is expressly for the purposes of, "““furthering the social, economic and environmental well-being of individuals living, or wanting to live, in an area””." What does that mean? I imagine that everybody would like to live in certain parts of London. Certainly in my county there are villages where everyone would like to live. What does this mean?
