Fixed-term Parliaments Bill

These amendments were moved in the other place and I want the House to agree to them, but I shall take a little time to explain why. One of them is particularly significant, because it replaces clause 2 with a completely new clause 2. Hon. Members will remember from our earlier debates that clause 2 is particularly significant because it contains all the provisions for early elections, in the context either of two thirds of the House choosing to hold one or of a vote of no confidence. It is therefore worth explaining to the House what we are proposing. Lords amendment 4 deals with the powers in the Bill for the Prime Minister to alter the date of an election in an emergency—[Interruption.]
