As the Minister has indicated, these are relatively minor and technical amendments that correct some drafting errors. As she said, they also reflect the recommendations of the Delegated Powers and Regulatory Reform Committee that any regulations dealing with mandatory collaboration or the consequences of a failure by local authorities to participate in the formation of police and crime panels should be made by affirmative rather than negative resolution. We support the change to these regulations being by affirmative rather than negative resolution, thus requiring the specific approval of your Lordships' House. Amendment 23 agreed.
