Yes, that is the case, but we must consider the consequences of that borrowing for the UK's debt position. That is the level that we believe is right. As I set out in Committee, the £2.2 billion represents a floor, not a ceiling. The Bill provides for the limit to be increased to more than £2.2 billion with the approval of the House, but not for it to be reduced to less than £2.2 billion.
