Perhaps I may draw the Minister's attention to Part 2 of Schedule 6. Paragraph 4(1) talks about the composition of the police and crime panel and prescribes a number of persons ““properly appointed”” and, "““two members co-opted by the panel””."
There is not, is there, much flexibility in that? That is one of the issues to which the amendments are addressed—namely to increase the proportion of co-opted members. It does not seem to be allowed for in the Bill as it stands.
