My Lords, that is an extremely helpful comment. Let me put it round the other way. Does Clause 10 contain within it an expectation that those bodies listed will themselves collaborate? We have heard examples of where some of the individuals and bodies have stuck very carefully to what they regard as their independence and have not seen it as their responsibility to collaborate and work with other partners.
