I hear what noble Lords are saying. I am not persuaded of the argument because I believe that there are sufficient checks and balances as far as the police and crime commissioners are concerned to ensure that they carry out their duties, not only in a robust way but in the way that we would all expect them to carry them out in their relationship with all bodies, whether at a local or national level. I remain unconvinced, I am afraid, of the noble Lord's arguments in that area.
