My Lords, I am not the person for solutions; I presented the problem. I am coming into this debate entirely new and without any experience as a policeman or of being on a police committee. I have met policeman from time to time. Sometimes the exchanges have been friendly and at other times they have been not so friendly. Indeed, on one occasion, I thought I was being treated in rather a highhanded manner, but these things happen to people. My concern is about what is happening to people and about the purpose of the Bill.
