Mr Speaker, I do not know whether you really want me to dilate at any point.
I was merely trying to say that, on the matter of money, which is the point at hand, there is a question about how any commissioner would be able to make sure that in advance of future elections there was enough money to be able to pay for the process of explaining to the electorate the supplementary voting system, which will not have been used in many other parts of the country. So, I would be grateful if the Minister were able to expand on how he will achieve that, on the precise powers that will be available to the Electoral Commission and on when he will bring forward supplementary powers in relation to that.
