My Lords, perhaps it would help if I replied to the noble Lord, Lord Graham of Edmonton, who has enormous experience of this from being opposition Chief Whip for some time some years ago. The answer is that we have not yet agreed the number of days on Report. However, as I pointed out in my statement, we will need to complete Third Reading on the evening of 14 February in order to get the Bill back to another place in time for Royal Assent. Various conclusions can be reached from that. As far as concerns conventions, almost from day one the Bill has been a scenario of broken agreements and conventions. I very much hope that we can all agree that it would be sensible to move forward on the basis of how the House traditionally handles Report, within the rules. I am hopeful that we will be able to deliver the Bill on time.
