Scotland Bill

I am listening carefully to the hon. Gentleman. He talks about the financial responsibility of the Scottish Parliament, but why does he feel that that should be confined to income tax? Does he not agree with Lord Forsyth, a former Tory Secretary of State for Scotland, who said:"““The SNP quite rightly argues that you can't just limit it to income tax and stamp duty if you want to manage the economy. You can't play golf with just one club””?" The point is that if the Scottish Parliament is to have responsibility, it must have responsibility not just for varying income tax, but for managing the economy.
