It is important that we get this absolutely right at this stage. I do not want to prolong this. I want to speak on my amendment in a moment, but let me just say that rule 1(1) of 1986 rules says: "““The number of constituencies in Great Britain shall not be substantially greater or less than 613””."
You add to that the Northern Irish figure, which is between 16 and 18, making a total not more or less than 630. I think the wording is very important, and I think the noble Viscount, Lord Eccles, will appreciate that. This Bill does something quite different.
