I think that the Minister has misunderstood the point in my amendment, which refers not to energy performance but to the impact on the price of the property. Indeed, the Explanatory Notes refer to the possibility of an exemption, "““if the property is likely to be worth less as a result of the improvements being installed””."
Who will make that judgment? That is not a matter for the EPC, which deals with energy efficiency.
