Parliamentary Voting System and Constituencies Bill

Well, other countries, as the noble Lord knows, work under a written constitution, and to change the written constitution requires in each country certain statutory measures, majorities et cetera. That cannot be compared exactly with the United Kingdom. We are extremely proud of our unwritten constitution. Well, some of us are; and in particular about this aspect of it, where we are very careful that Governments through Parliament do not take upon themselves something so that they can be accused of fixing the system. It is a really British way of doing it. I accept that that is what the noble Lord is saying, but it is the way that it has worked over many years, where the Boundary Commission has the final say as to the number, based on the rules that it has to work under—
