I am looking at the Explanatory Notes to Clause 10 of the Bill. It seems to be very clear that discretion is left to the Secretary of State in laying, "““before Parliament a draft of an Order in Council for giving effect to the recommendations in the boundary reports””,"
to accept or not to accept the modifications that the Boundary Commission may wish.
