That just confirms that the noble Lord does not actually understand what this is about. No one is disputing the importance of the rolling register and of getting people on the register to vote. The point of these amendments and of this part of the Bill is the relevant date by which the Boundary Commission has to have regard when determining what the size of constituencies will be.
