I cannot accept that. If you were to have a longer period, that would lead to greater disruption, but you have to take into account the five-year period and the fact that in reviews after the first one the Boundary Commission has the discretion to take into account any inconveniences attendant on the change, even allowing for the 5 per cent variation. Therefore, I do not believe that it leads to the same degree of upheaval. I cannot accept the premise that the noble Lords, Lord Howarth and Lord Martin, mentioned that this is somehow a recipe for one-term Members of Parliament. I do not think that that stands up.
