Then I feel much better for that. I still do not see why both positions are there. If the Minister is right in his argument, why are the words ““Secretary of State”” included at all? Why is it not just the Lord President of the Council or, if the Government want to put other Ministers in, why not say the Prime Minister, too, or the Chancellor of the Exchequer?
