The Business Secretary has come to the Dispatch Box to tell us how progressive and fair the system that the Government are imposing on thousands of students across the country is, but he has recently been quoted in a Liberal Democrat leaflet that has gone out in Scotland as saying not only that it is akin to the poll tax but that it is incredibly unfair—
