The right hon. Member for Southampton, Itchen (Mr Denham), who is the Opposition spokesman on this matter, rather helpfully sent a circular letter to MPs yesterday in which he sketched out the basic economic framework within which these decisions have been made. He said that"““MPs have been asked to vote on increasing the fee cap to £9000””—"
he did not mention the £6,000, but never mind—"““because the Government is choosing to make a disproportionate cut to the university teaching budget…in a spending review with an average cut of 11%””."
