I would suggest that you have the threshold debate on Clause 8. The threshold debate that I have just quoted, however, was in fact a device of an opponent of devolution to delay devolution. Let us not pretend that a threshold does not turn every abstention into a no vote. We will have that debate under Clause 8, and an interesting debate it will be.
