I explained to the right hon. Gentleman at health questions just a fortnight ago that we are in discussions with the specialist children's hospitals. They are very clear that they are engaging constructively with the Department, with the intention that the payments through the tariff should accurately reflect the costs incurred in providing specialist services. That is the current situation, and no decision has yet been made. I was talking about the principles of the White Paper.
