Parliamentary Voting System and Constituencies Bill

My Lords, I am arguing that if people do not turn out to support an alternative, it is equally valid to say that their vote could be counted in favour, as it is to say, as other noble Lords have argued, that they should simply have their vote counted as a no. It is in the interests of democracy always to encourage high turnouts and that is why I believe that the first Thursday in May next year would be a good time to hold the referendum. I also want to address briefly the issues of boundary reviews.
