I was interested in the noble Lord’s quote from the Deputy Prime Minister. This is what the Bill says—no matter what the Deputy Prime Minister says—in relation to the factors that the noble Lord just outlined: "““This rule””—"
in other words, the effect of community and so on— "““has effect subject to rules 2 and 4””."
It says ““subject to””, not ““alongside””. The rules about the equalisation of numbers take precedence over all those other considerations. That is what we are so worried about on this side of the House.
