Parliamentary Voting System and Constituencies Bill

My noble and learned friend has mentioned the report of the Constitution Committee. Is he also aware of the recommendation of the Welsh Affairs Select Committee in the other place, which is a Conservative-dominated committee? It said: "““in terms of … geography, culture and history … We recommend that the Government brings forward amendments to the Bill to permit the Boundary Commission to give greater weight to these factors when drawing up new constituencies than it is currently allowed under the current proposals””." Again, a committee of this Parliament rejects what the Government are doing.
