My Lords, of course registration is important, and currently the average registration in the United Kingdom is 90 per cent, which, by international comparisons, is extremely high. We will continue to encourage people to register their votes and play a part in the democracy that we have in this country. The commission will continue to use the electoral register as the basis for its reviews, as it has done for decades. To go on to the point that the noble Baroness just raised, as the secretaries to the Boundary Commissions themselves have noted, the register is the most comprehensive data source that is regularly updated, and this Government will continue to seek ways of ensuring that more individuals exercise their right to register.
