I apologise, Mr Deputy Speaker, if I have in any way drawn Members into other areas. The short answer to the hon. Lady is to ask her this question: if the ID cards satisfaction survey showed that they were so popular, why did so few people sign up? Fewer than 15,000 signed up, and several thousand did not have to pay.
