I have been listening carefully the Minister. If the Government do not have a vision for the role of local authorities going forward, would it not be a better idea to take this legislation at a more reflective pace so that people can engage with the coalition Government more proactively and in a considered way? Why are we rushing this? If the noble Lord does not have a picture or an answer, why are we here at 11 pm instead of having more time to think more carefully about the matter and have a proper debate? I do not understand what the rush is.
